  • Timothy R. Brashear, PE

    President

    Tim founded Brashear Construction Consulting, Inc. in 2007 with a mission to bring innovative and timely solutions to complex construction matters. He has grown the company over the years, but maintains his vision to become the premier provider of claims consulting services for construction project stakeholders.

    As President of BCC, Tim is responsible for defining BCC's strategy and overseeing the execution of all matters of the firm. He continually looks for cost effective and efficient solutions to highly unique construction complexities. Prior to founding BCC, Tim spent nearly 7 years working as a Portfolio Executive in the Risk Engineering department for a major international insurance carrier. His particular areas of expertise include SDI, P/L, Builders Risk and G/L Insurance Policies and Claims, Surety and Bond Claims, Dispute Resolution, all Disciplines in Construction Management, Allocation of Risk and Liability, Forensic Delay Analysis and Damage Assessments. Tim's solutions based approach stems from his 23 years in construction and project management, and in construction engineering and design management. His understanding of construction matters while operating as a Project and Construction Manager provide a unique perspective wherefrom he can provide appropriate solutions for clients.

    Tim's education includes a BS in Electrical Engineering from Point Park University where he graduated Magna Cum Laude. He is also an active neutral for the American Arbitration Association and a Registered Professional Engineer in Ohio and Pennsylvania and has attended many continuing education seminars over his career. He is also an active associate member in the ABA, and a member of the Engineer’s Society of Western Pennsylvania (ESWP), IEEE and NFPA.

    As a former volunteer High School Lacrosse and Golf coach, Tim places a strong emphasis on making a team effort in all undertakings of BCC. Utilizing the diversity and experience of the BCC team, Tim individually tailors each and every assignment to directly meet the client's needs.

  • Gloria B. Koehlinger, LEED AP BD+C, STS

    Vice President of Operations

    As Vice President of Operations, Gloria is responsible for implementing BCC's strategy and enabling operational efficiency across all facets of the company. Her duties include strategic business growth, organizational effectiveness and internal and external communication. In addition to these duties, Gloria also works with BCC's clients to provide quick and effective solutions for even the most complex construction matters.

    Prior to joining BCC, Gloria worked for multiple general contractors in various capacities including; safety oversight and subcontractor management, design build, LEED credentialing, quality control and assurance, estimating, budgeting, and project planning. Gloria has direct, hands-on experience in commercial construction including healthcare, residential, office, hotel, and entertainment projects for private and public clients, ranging from $1M to $1B. She continually offers collaborative solutions for BCC's clients looking for opportunities to bring about effective resolutions for the benefit of all parties involved.

    Gloria is a LEED AP, BD+C and Safety Trained Supervisor (STS) and her education includes an MBA from the George Mason School of Business, Bachelor of Architectural Engineering with specialization in Construction Management from the Pennsylvania State University College of Engineering, and a minor in Architectural Studies achieved while studying in Rome, Italy. Gloria is a member of the Engineer’s Society of Western Pennsylvania (ESWP).

    Outside of the office, Gloria also enjoys volunteering with the First Tee.

  • Jonni J. Brashear

    Chief Administrative Officer

    As Chief Administrative Officer, Jonni is responsible for start-up and operations management, employee training and development, A/P and A/R, HR and Benefits coordination, and document management and retention. Jonni has been with BCC since 2010 and has assisted the company in its growth and evolution as a firm in various roles. Presently, her primary duties include implementation of strategic business and operational initiatives and oversight of the litigation support and document management services of the company.

    Jonni has over 20 years of business acumen prior to working with BCC. Formerly she owned a document solutions company where she developed skills critical to operating BCC's document management division of the company. Prior to that she was the Director of Patient Billing and Collection Services for two national air ambulance companies. Additionally, to fulfill a lifelong interest in teaching was also an Instructor for Continuing Education at a local Community College. Her education includes a BSBA with a concentration in Finance and Management from Duquesne University.

    Jonni is very committed to ensuring that young people have the opportunity for private catholic education and she supports Central Catholic and Oakland Catholic High Schools in Pittsburgh, PA through financial contributions.

  • Murat Kilic, PSP

    Director of Forensic Delay Analysis and DSU Claims

    Serving as Director of Forensic Delay Analysis and DSU Claims, Murat is responsible for overseeing all projects and claims involving forensic delay analysis, indirect costs and Delay in Start Up matters. His duties include providing strategic insight in these areas and delivering quality and accuracy to all matters in his charge. Murat is perceptive to detail and his logical approach to analyzing delays, damages, REAs, change orders, extended general conditions, and other requests for compensation has proven to be beneficial to BCC’s clients.

    Murat served in a consulting capacity to BCC beginning in 2010 and he joined the firm in a full-time capacity in 2012. Prior to joining BCC, Murat worked in construction consulting in Europe, as well as the US. He also spent over 5 years working in the Risk Engineering department for a major international insurance carrier and 7 years in cost engineering, scheduling and project controls capacities. His areas of expertise include project scheduling, controls, contract administration, quality assurance, claims and root cause analysis, default insurance, dispute resolution and project due diligence. Murat is well versed in construction scheduling best practices and procedures and has practical field experience with contemporaneous schedule updates, look-aheads, resource planning, resource and cost loading and time impact analysis. His experience in the handling of insurance carrier claims and international consulting, often brings well-rounded solutions to claims of all types and magnitudes.

    Murat actively maintains his AACEi Planning and Scheduling Professional (PSP) certification and is well versed in an array of forensic delay analysis methodologies and scheduling best practices. After earning his undergraduate degree in Civil Engineering from Eastern Mediterranean University in Northern Cyprus, Turkey, Murat received a MS in Construction Management from Worcester Polytechnic Institute in Massachusetts.

    In the Greater Boston area, Murat volunteers for a number of local nonprofits and charter schools.

  • Michael J. Eveges, PE

    Director of Professional Liability and Construction Defect Claims

    Serving as Director of Professional Liability and Construction Defect Claims, Mike is responsible for overseeing all professional liability matters, latent defects and matters involving construction means, methods and design. His duties include overseeing all aspects of client service, project execution and work product development for all claims in his charge. His unique combination of field experience and analytical skills provide clients with innovative and often simplified solutions to complex claims issues through timely and logical recommendations.

    Additionally, Mike has extensive knowledge of subcontractor default insurance claims including the assessment of claims for delay which include extended general conditions, impacted subcontractors, and project acceleration. Mike served in a consulting capacity to BCC beginning in 2009 and he joined the firm in a full-time capacity in 2013.

    Mike joined BCC as a seasoned engineering, construction, and consulting professional with 18 years of domestic and international design, project management and contracting experience. His career arc spanned a wide range of business sectors such as product manufacturing, federal and military programs, public utilities, finance operations, land development, commercial and residential construction, and nuclear energy. He has served in multiple capacities including owner representative, construction manager at risk, project manager, design consultant and lead engineer on projects with values up to $300M.

    Mike received his MS Industrial and BS Mechanical Engineering degrees from West Virginia University and holds an Entrepreneurial Studies Certificate from the University of Pittsburgh Katz School of Business. He is also a Registered Professional Engineer in Pennsylvania and Virginia and a member of IEEE and ASCE.

  • Jennifer A. Esworthy, JD

    Principal Construction Consultant

    As a Principal Construction Consultant, Jen provides in-depth analysis on complex construction matters. Her work includes analysis of default causation, assessment of contract status and potential liabilities, evaluation of complex damage and defect claims, and review and assessment of affirmative claims and defenses. She has provided services on claims involving some of the largest construction organizations in the industry, for commercial and residential projects, condominiums, hospitals, schools and universities, hotels, libraries, community centers, governmental and military installations, water treatment plants and athletic facilities. Jen's professional focus includes insurance, subcontractor default, surety, defective construction, construction claim risk assessment and analysis.

    Jen came to BCC in 2012, with over 10 years of legal, insurance, contract and construction claim experience. Prior to joining BCC she was a construction risk claim attorney and surety attorney for two major international carriers. Her work included forensic claim investigation, liability assessment, coverage review and analysis, claim exposure and magnitude evaluation, litigation management, strategic recovery and mitigation planning, claim settlement negotiation, assessment and resolution of bid disputes as well as provision of underwriting support. In addition, Jen has acted as counsel to governmental agencies, providing advice and guidance on complex construction and transactional matters.

    A licensed Maryland attorney since 2001, Jen received her JD from the Pennsylvania State University Dickinson School of Law and her Bachelor of Arts from Fairfield University in Connecticut. Jen is a Fulbright Award Recipient, a member of the Maryland Bar Association and a member of the American Bar Association, Forum Committee on the Construction Industry.

  • Lindsay A. Macioce, EIT, PSP

    Principal Construction Consultant

    Serving as a Principal Construction Consultant, Lindsay provides expertise primarily in delay and disruption analysis and forensic scheduling as well as analysis and preparation of subcontractor default insurance claims. In 2011, Lindsay began working with BCC in a consulting capacity and she joined BCC in a full-time capacity in 2013. She has worked on projects of all sizes and matters for BCC's clients. In particular, she specializes in the investigation of project delays through the analysis of the project schedules and corroborating project documentation. Lindsay is experienced in all industry accepted scheduling software including Primavera P6® and P3®, SureTrak® and Microsoft Project® and she performs forensic delay analysis that is customized and relevant to the client and individual project needs. In addition, Lindsay often provides assistance to parties involved in disputes by creating visual representations of the delays, executive summary reports, and Critical Path fragnets, for use in presentations for meetings, settlements and mediations.

    Prior to joining the BCC team, Lindsay worked in the Project Planning and Development department for one of the world's leading suppliers of nuclear technology. In that capacity she developed her knowledge of scheduling software and was responsible for construction planning and proposals involving construction means and methods for future EPC/Design-Build projects, as well as feasibility studies on current projects using what-if scenarios in Primavera P6®. This experience with project management and schedule development has enhanced her knowledge of the construction industry and understanding of the importance of project schedules and contemporaneous documentation. Lindsay continually applies this knowledge to all matters in her charge and provides innovative lessons learned for BCC's clients.

    Lindsay holds a Bachelor of Science degree in Civil and Environmental Engineering from the University of Pittsburgh. In addition to being credentialed as a Planning & Scheduling Professional (PSP) by the Association for the Advancement of Cost Engineers International (AACE), she is also an Engineer-In-Training (EIT) in pursuit of her Professional Engineering license in Civil Engineering.

    Outside of BCC, Lindsay is involved in fundraising events at her local church and participates in various soccer leagues around the Pittsburgh area.

  • Jarod D. Copeland, PE, PSP

    Principal Construction Consultant

    Serving as a Principal Construction Consultant, Jarod provides construction claims consulting services and forensic delay analysis for projects of all types and industries. He has extensive knowledge of CPM Scheduling, Construction Delays, Project Controls, Cost & Resource Management, Contracts, and Risk Management. Jarod has a background in project controls setup and management, construction scheduling, delay recognition and mitigation, resource allocation, dispute resolution, and cost forecasting. Coupled with this experience, he is able to report findings in a clear and succinct manner which provide amicable resolutions for BCC’s clients.

    Jarod’s spent over 12 years managing and providing consultative services to infrastructure projects, prior to joining BCC in 2016. He worked for an international construction management and claims consulting company in both a project management and construction delay claims capacity. He spent 2 years in Australia, assisting the expert witness on large infrastructure projects by quantifying delays, compiling, collating, and distilling the key points from project documents in relation to delays and the location of the critical path. Additionally, he performed CPM construction schedule review and analysis, and delay claim prevention, analysis and mitigation and project management on water and wastewater construction projects.

    Jarod has a Bachelor of Science in Civil Engineering from the University of Toledo and is a licensed Professional Engineer (PE) in the State of Nevada and the State of Ohio. As an AACE Planning and Scheduling Professional (PSP), Jarod has significant knowledge and understanding of project planning and scheduling best practices.

  • Charlene M. Peacock, PMP, EIT

    Principal Construction Consultant

    As a Principal Construction Consultant, Charlene provides consultative services in the areas of subcontractor default insurance, best practices, quality control, and construction claims. Charlene’s background is in government and nuclear power projects and her experience is vast in that she has worked in project management, design, procurement and manufacturing processes. She is a critical thinker and has applied these skills in the review of default matters including the analysis of indirect versus direct costs, replacement subcontractor cost to complete the defaulted scope of work, and contemporaneous period analysis in matters involving delays.

    From 2008-2013, Charlene worked as a part-time subcontractor to BCC and she re-joined the team in a full-time capacity in 2016. Prior to that time, Charlene spent over 16 years at one of the largest global engineering, construction, and project management companies. As a Project Management Professional (PMP), Charlene has worked on large-scale project integrations and has a keen eye for detail and cost reduction measures. She has provided oversight of contract placement, manufacturing, delivery, installation and lifetime support of nuclear power plant components.

    Her education includes a Bachelor of Science in Mechanical Engineering from the University of Pittsburgh and an Executive MBA from the University of Pittsburgh – Joseph M. Katz Graduate School of Business. She has also received a Project Management Certificate from the Katz Graduate School of Business and is an Engineer-In-Training (EIT). Charlene is a member of the Construction Financial Management Association (CFMA).

  • Laura E. Goulet

    Principal Construction Consultant

    Laura is a Principal Construction Consultant of the firm and she specializes in project controls, schedule monitoring, resource loading of project schedules and forensic delay analysis. With a background in CPM Scheduling and Project Planning, Laura provides clear and insightful recommendations regarding scheduling best practices, prevention of schedule delays and disruptions, and common errors in project controls. Laura is experienced in both Primavera P6® and Microsoft Project® and is trained in forensic delay analysis methodologies. She is a critical thinker that zeroes in on the causal link between project defaults or matters of dispute and the relative schedule and delay impacts.

    Prior to joining the BCC team, Laura worked in the Construction Integration, Business Development, and Engineering Integration departments for one of the world's leading suppliers of nuclear technology. During those 6 years, she gained insightful knowledge of scheduling best practices and approaches to streamline processes while adding value to the end product. Laura’s experience with advanced construction delivery systems and modular construction techniques brings a unique perspective to matters involving the implementation of new technology on complex construction projects. Laura has worked on nuclear construction projects in Asia where she had the ability to work on challenging project integrations. She uses these skills on a daily basis, working on projects with various financial, schedule, quality and manpower disputes.

    Laura holds a Bachelor of Science in Nuclear Engineering and a Minor in Community and Health Psychology from Rensselaer Polytechnic Institute.
